Prepare the Filling:
Wash the lemons thoroughly, then scald them with boiling water a few times. Dry well with a paper towel and finely grate the zest.
Make the Dough:
Sift the flour and baking powder into a bowl. Add salt and lemon zest. In another bowl, beat the softened butter with sugar until pale and fluffy. Gradually add the eggs, one at a time, beating well after each addition. Combine with the flour mixture to form a soft dough. Shape into a ball, wrap in plastic wrap, and refrigerate for 30 minutes.
